Driver licences

If you intend to drive either a Hackney Carriage or a Private Hire Vehicle in the Rother area, you will need to apply to us for a Dual Driver licence.

This Licence will only permit you to drive Hackney Carriages/Private Hire vehicles licensed by Rother District Council.  If you intend to drive vehicles licensed by another Authority, then you must hold a Driver's licence issued by that Authority.

You have the option, both on first application and at each subsequent renewal, to apply for a one year or three year Driver's Licence.  You should, however, be aware that Medical Reports and Disclosure and Barring Service checks (see below) must be carried out each time the licence is renewed.

In order to apply for a Dual Driver's Licence, you must:

  • Hold a full DVLA, Northern Ireland or other EEA state driver's licence
  • Have held your licence for at least 36 months
  • Be a "fit and proper" person

In order to establish that you are a "fit and proper" person you will need to:

  • Provide details of your driving history by allowing the Council access to your DVLA records
  • Provide evidence of your conviction history by completing a Disclosure and Barring Service (DBS) Disclosure form to Enhanced Level.  You will be given details of how to complete this at your first appointment.
  • Pass a Private Hire/Hackney Carriage practical driving assessment test.  Details of the organisations we use to provide this service will be provided at your first appointment. (NB: Applicants who hold a current PCV Licence will be exempt from this requirement).
  • Undergo a rigorous medical examination, carried out by your own doctor, to DVLA Group II Medical Standards. This will be required with each time your licence is renewed until reaching 65 years.  Thereafter it will be required annually.

Applicants who have undergone Group II Medicals in respect of their vocational licences may in certain circumstances be exempt from undergoing a further medical examination. Please speak to an officer if you think this may apply to you.
