Currently, most students don’t have to pay Council Tax.

If a student does have to pay Council Tax getting a reduction is complicated unless they get certain benefits like Income Support (‘passported’ benefits).  

We propose removing some of the complicated eligibility rules for low income students. We will take into account their grants, bursaries and loans, just as we do in the current scheme.  

The advantages are:

• More students will be able to get a reduction in their Council Tax.
• Administration is simpler and that reduces the costs and time we take to work out discounts.

However, this will increase the number of residents who can claim CTR, which will increase the costs of the scheme.
