How do I know which multiplier applies to my property?

Your multiplier is based on:

  • Your rateable value (as shown on your bill or the VOA website)
  • Your property use (e.g., office, shop, warehouse, hospitality venue)

What is the small business multiplier?

The small business multiplier is a lower multiplier that applies to many properties with a lower rateable value.

What is the standard multiplier?

The standard multiplier applies to most general commercial properties that do not fall within the small business band or one of the sector‑specific categories.

Do Retail, Hospitality and Leisure (RHL) properties have their own multiplier?

Yes. From 1 April 2026, RHL properties benefit from a lower, sector‑specific multiplier to help support these industries.

Will I qualify for the Retail, Hospitality and Leisure (RHL) multiplier?

Eligibility for the RHL multiplier is based on how your property is used. It is not determined by the Valuation Office Agency (VOA) property description.

Qualifying criteria:

You may qualify for the RHL multiplier if your property is wholly or mainly used for one of the following:

  • Retail – Shops and businesses that involve direct retail activity to the public. Wholesale activities do not qualify. 
  • Hospitality – Restaurants, cafés, bars and pubs and takeaways where food or drink is prepared or served to customers.
  • Leisure – Cinemas, gyms, museums, visitor attractions and similar venues. Only properties actively operating in these sectors will qualify.

You will not qualify if your property:

  • Is unoccupied, even if it was previously used for RHL activities.
  • Has a rateable value of £500,000 or more. These properties will be charged the high‑value Multiplier.
  • Is used for wholesale selling or hiring of goods.

Are high‑value properties charged differently?

Yes. Properties with significantly higher rateable values may be charged using a higher multiplier, ensuring rates are proportionate to property value.

Where can I check my rateable value?

If you think the multiplier on your bill is incorrect

Your bill will clearly show which multiplier has been used.
If you believe the multiplier is incorrect, please email our Business Rates team. Include your account reference number and a brief description of how your property is used so we can check this for you: revenuesandbenefits@rother.gov.uk
