Overview
The Levelling Up and Regeneration Act 2023 has introduced Neighbourhood Priorities Statements (NPS) – also known as Parish Priority Statements (PPS) – as an optional and “light touch” alternative to Neighbourhood Plans.
A PPS is a community-led document. Whilst it does not form part of the Development Plan, it allows parish councils, town councils or neighbourhood forums to set out the key priorities and aspirations for their local area, and identify any local issues in relation to planning matters.
A PPS can contain information that is material to planning applications and can support decisions about how to spend resources within the Parish. Once prepared, a PPS must be taken into account by the local planning authority when preparing its Local Plan.
