Q. Dear Sir I know that we've been asking for some time for Devonshire Square to be put to some more use. But, I would like to ask how it is that the owner of what was the Devonshire Arms pub is allowed to seemingly use it as a car park for his workers? For the last few weeks the refurbishment workers have parked their vehicles (and now a skip) all across the square - five or six vehicles at a time. Q. Would Rother DC give consideration to a reduction in council tax for those people who are able to pay the whole year in advance. At the previous borough we lived in they gave an 11% discount if the full amount for the year was paid by 8th April. I completely realise that many people pay by instalments but surely it makes it easier/more cost effective for Rother if they receive the money "up front". We save all year round to be able to do this when the new bill comes in and I feel a reduction for us and others who do the same is appropriate. (21/09/2011)

Now the present three mentioned i.e. car, caravan and motorised horse transport have become four with the addition of a van. Another larger motorised horse transport seems to have taken up "permanent" residence on the rough ground nearby. Is this another "Dale Farm" in the making? Q. With reference to question 903: (a) One of your leaflets describes a relevant factor as the character of the noise. Even in the case of a school, surely 'anything goes' is not a principle that applies as far as the nature of the noise is concerned. If no steps are taken to prevent pupils from screaming and bellowing as soon as they leave the building to go into the open air, and from using bad language on the playing fields, why should this not at least potentially constitute a nuisance, irrespective of the volume? (b) Is it not possible for you to take a proactive approach rather than act on a complaint? The new school has been there for nearly a year now. Would it not be fair on the residents, especially those closest to the school, first to invite them to give some feedback and secondly to establish through monitoring if the noise is staying within the parameters that the consultants merely guessed that it would? Especially as they have the Andy Warhol exhibition coming up. My point is: do you have a penalty clause for Neilcott construction? If not, how do we, as Council Tax payers, stand legally? Q. This morning we had our green recycling bin and boxes collected. The boxes were replaced in the 'approved place' on our property, but the bin was left outside on Glassenbury Drive, partially blocking the footway, as were the majority of bins along the road. There are a plethora of rules that the householder has to adhere to with regard to recycling and the placement of bins in the 'approved place' on the curtilage of our properties or risk the wrath of the orange sticker applied by the recycling operatives. In view of this, perhaps you would instruct your contractor to tell their recycling operatives to replace the bins in the 'approved place' and not leave them obstructing the public footpath. Q. Dearest Leader, I was wondering if you could help us please? We the residents of St. Leonards Rd, Bexhill are fed up of having to come out of our flats on Thursday mornings, to a pavement that resembles Bulverhythe Land Fill site! Please, please please can the wonderful crew from Verdant provide us on a Wednesday evening with large wheelie bins to put our rubbish in? They could collect our rubbish then on a Thursday easily. A small bit of each loading bay in each section of St Leonards Rd could be zoned for the bins to stand. It is really not practical for all of us to be putting our rubbish out at 7am on a Thursday as many of us are on shifts (inc Nights), elderly, go to our day jobs before 7am etc. We do not want to live like this any more and the whole situation is a Health and Safety nightmare for us. Q. I would like to know why allotment holders are being dismissed. I have heard that Eastbourne Council and Rother voluntary group have approached the council about administration of the allotment sites in Rother. Yet I am also aware that sites are willing to self manage. But as yet the council has not even discussed this possibility with plot holders. This I find unacceptable. I would consider having talks with current plot holders should come first before talking with any outside group. There is a way for Rother council to raise money to run allotment sites. That is by composting used waste, locally. Instead of sending it elsewhere. A little village in Devon did the same thing and raises 40plus thousand a year. Rother is larger than a village. This was highlighted prominently in The Sunday Times recently. With this in mind you are heavily promoting bathing as a recommended activity in your Next Wave literature. Are you working with Southern Water to improve matters? If so how? If not, is it safe to swim in the sea at Bexhill? If the byelaws are passed there will be little else to do on the seafront. Q. What is Rother a mostly rural Council going to do about anti-social nuisance of bonfires? Instead of all local authorities passing the buck one needs to lead by passing a bye law prohibiting anyone within a community starting a bonfire between 6.00am and 6.00pm daylight hours. The green bins should be sufficient for most needs. If however this is not the case cannot the council pick up excess green waste for a charge? I am someone who is fed up with other people who only exist in their own small world and do not give thought for those around them. Q. I'm a resident and a management consultant (ex-PwC). I took £1.5 million out of Rotherham Council's budget. I found savings of £15 million at Sheffield City and all with no service cuts at all. Has the Council explored all the efficiency savings options? Have there been a detailed comparison of spend with priorities? This will now encourage the disabled to park on double yellow lines. Is the amount of revenue from charging the disabled worth the hassle and bad press. I am bringing this matter to your attention because I am writing to my MP to act on behalf Blue Badge holders interests.
