Constitution

The Council's decision-making structure came into effect from 1st November 2001.

Under the current system, a Cabinet of eight Councillors make most of the decisions on behalf of the Council provided they are within the budget and policy framework set by full Council. The determination of planning applications and most other development control functions are dealt with by the Planning Committee. Certain other Regulatory, Licensing and Personnel matters are dealt with by the Licensing and General Purposes Committee.

The Cabinet meets monthly and is supported by two Overview and Scrutiny Committees. The Scrutiny Committees provide a real opportunity for greater public involvement in the formulation of the policies and decisions that have an effect on all those living and working in Rother. The Committees also have an important function in ensuring that the Cabinet does not take decisions that are contrary to Council policy or outside their jurisdiction.

Meetings of the Cabinet and the various Committees are normally open to the public and most are held in Bexhill, at the Town Hall.  For details of the terms of reference of the various parts of the decision-making structure and a timetable of meetings, please visit the Committees page.
