Frequently asked Questions

Tell me more about Internet Security

Your transaction will take place within a secure payment system.

No unauthorised persons will have access to any of the information we send to you, or you send to us.

Our Payment Service Provider is Capita, who are a recognised specialist in providing this type of service. Their system uses one of the highest levels of Internet security provided by 128-bit Secure Socket Layer (SSL) encryption. This means any data you enter is encrypted to current industry standards. All card details are processed and stored behind secure firewalls. Only authorised personnel may access this information.

When you are entering your payment information, ensure that your browser shows a small yellow padlock icon indicating that the transaction is being encrypted using a digital certificate.

When will my payment be processed?

Once your payment has been approved your debit or credit card will be charged. Payments processed before 3.45 pm will usually be processed on the same day and all payments after 3.45 pm will usually be processed on the next working day.

Why is payment by Credit Card limited to certain services?

Debit card transactions are charged at a flat rate per payment.

Credit cards are charged at a percentage of the value of the payment being made.

Rother District Council has decided to limit the services that are payable by Credit Card. This is because bank charges are ultimately passed on to the Council Tax payer and by limiting credit cards we can minimise costs.

What do I need to do if I experience problems?

If you cannot get into the payments page this may be because your browser does not support 128-bit encryption. Anything less than this is not considered safe and you should make alternative arrangements for payment (you may still make payment by Telephone and by Post).

If you have waited for confirmation that your payment has been accepted and you have not received anything and/or you have received an error message, your authorisation may have experienced technical problems. Please wait five minutes and try again. If the problem persists please contact 01424 787770 supplying your reference number and the date/time of your problem.

Please do not send your debit or credit card details by email.

Will I get a receipt?

You will receive a confirmation of the payment made on your screen after the transaction has been completed. This can be printed if you wish to keep a copy. If you enter your email address where prompted, a receipt will be sent to this address.

Direct Debit

Direct Debit is a safe, convenient and inexpensive way to pay Council Tax and is widely used by the taxpayers of Rother District.  Payment by this method gives no worries about remembering to pay at the right time, does not involve queuing at a bank, building society or post office counter, and does not involve the writing out and posting of cheques.

There is also the safety of the Direct Debit guarantee:

  • If the amounts to be paid or the payment date change, you will be told of this in advance by at least 14 days, as agreed.
  • If an error is made by Rother District Council or your Bank or Building Society, you are guaranteed a full and immediate refund from your branch of the amount paid.
  • You can cancel the Direct Debit at any time by writing to your Bank or Building Society. Please also send a copy of your letter to Rother District Council.

This Guarantee is offered by all Banks and Building Societies that take part in the Direct Debit Scheme. The efficiency and security of the Scheme is monitored and protected by your own Bank or Building Society.

If you wish to apply to pay by this method a Direct Debit Mandate can be downloaded from the Related Media section of this page. Please complete and return the form to the address shown on the form.

Council Tax and Business Rates may be paid on either the 8th or 25th of the month by this method. Please indicate your preferred date on the Mandate, otherwise the 8th will be used.

Please note it is very important that the Box 5  headed 'Council Tax reference number' is fully and correctly completed with your 8-digit reference number. This number can be found towards the top right hand corner of your Council Tax bill, against the words 'Account Number'.

By Credit Transfer

This method is no longer available for payments of Council Tax.

By Council Tax Payment Card

An electronic Council Tax Payment Card can be sent to all new customers on request to the Council tax office on 01424 787730. The plastic card can be used to make payments free of charge at any Post Office or other retail outlet (e.g. shops and petrol stations) displaying the PayPoint, PAYzone or e-pay signs. A list of outlets can be found at http://www.allpay.net/outlets. Many of these outlets are open for long hours during the week and at weekends making it easier for many residents to pay their Council Tax. The card will remain usable year after year while the customer lives at the same address. In most cases, even if the person changes address within Rother District, they will still be able to use the same card, as their account reference number will remain the same. The card should be kept in a safe place in the plastic wallet supplied with it, but if it is lost, stolen or damaged, a replacement can be ordered by contacting the Council Tax office on the number above.

By Sundry Debtor Payment Card

Payment cards through Allpay have replaced the paying in slips we previously issued. The payment cards are specific per invoice and will be issued for each outstanding overpayment. An electronic Sundry Debtor Card can be sent to all new customers on request to the Overpayments Office on 01424 787796. The plastic card can be used to make payments free of charge at any Post Office or other retail outlet (e.g. shops and petrol stations) displaying the PayPoint, PAYzone or e-pay signs. A list of outlets can be found at http://www.allpay.net/outlets. Many of these outlets are open for long hours during the week and at weekends making it easier for many residents to pay their invoice. The card will remain usable year after year while the customer lives at the same address. In most cases, even if the person changes address within Rother District, they will still be able to use the same card, as their invoice number will remain the same. The card should be kept in a safe place, but if it is lost, stolen or damaged, a replacement can be ordered by contacting the Overpayments Office on the number above.
By Post

Postal payments should be sent to:

Rother District Council, PO Box 60, Bexhill on Sea, East Sussex. TN39 3ZF

Cheques or postal orders should be made payable to: Rother District Council

Please enclose a payment slip and write the reference or account number on the reverse of your cheque. Payment slips for Council Tax were replaced by electronic Council Tax Payment Cards in December 2006 (see above). It is now essential that the account number and your name and address are written on the back of any cheques sent by post. Failure to do this may lead to a payment not being allocated to the correct Council Tax account. Do not enclose the Payment Card with your payment.

Please do not send cash.

A receipt will only be issued if you send a stamped addressed envelope with your payment.
