Comprehensive Performance AssessmentRother District Council underwent its first and only Corporate Performance Assessment in 2003/4. The result was a score of 'Fair'. In 2009 the Government replaced Comprehensive Performance Assessment with Comprehensive Area Assessment. The Comprehensive Performance Assessment was an independent inspection and assessment undertaken by the Audit Commission. The process grew out of the Best Value legislation (that came into force April 2000). Instead of inspecting one service or group of services at a time, as had been done up until 2003, the whole Council was assessed and scored. Every local authority in England also had a CPA. There were 5 potential 'scores' - Poor, Weak, Fair, Good and Excellent. The first process was the Peer Review. A group of officers and a councillor from other local authorities came to see Rother District Council. They interviewed lots of people including from our partner organisations. They toured the area. When finished they created a report on their findings. The report was sent to the Audit Commission. The Audit Commission's inspection team used that report, amongst other evidence, to decide what they wished to see in Rother. A copy of the Peer Review report can be found in Related Media, to the right. The second process was the Council setting out for the Audit Commission its achievements and areas for improvement. This was called the Self Assessment. There were three parts, a Corporate document giving the overall picture and two documents on specific groups of services. All three documents are available under Related Media. The third process was the inspection team from the Audit Commission. They saw lots of documents and information. They visited Rother District Council for one week. They toured the area. The team interviewed staff, Rother District Councillors and people from all sorts of partner organisations from the Primary Care Trust to our contractor for the leisure centres. The inspection team published a report, which is attached to this page. They found Rother is a 'fair' council. Our score was one point under the threshold to be found a 'good' council. They had a number of recommendations. The Council's response to those recommendations was put into the CPA Improvement Plan.
