Sedlescombe Neighbourhood Plan Development Timeline

This page contains background information and a timeline of the development of the Sedlescombe Neighbourhood Plan.

February 2013: Sedlescombe Parish Council passed a resolution to undertake a Neighbourhood Plan.

March 2013 to May 2013: In accordance with the Regulation (6), Rother District Council publicised the area application for a period of 6 weeks, between 22nd March and 10th May 2013, and invited representations on the area designation.

July 2013: Designation of Sedlescombe Parish as a Neighbourhood Area.

July 2014: Sedlescombe Parish Council submitted the draft submission version of its Sedlescombe Neighbourhood Plan to the Council

19 August to 7 October 2014: The Council carried out a seven week consultation in accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations (2012)

November 2014: The pdf icon 2014 submission draft Sedlescombe Neighbourhood Plan [1Mb], the pdf icon Strategic Environmental Assessment [1Mb], and accompanying documents, together with all duly-made representations, were submitted to the appointed Examiner, Mr. Nigel McGurk, to undertake an independent Examination of the Plan.

January 2015: The Examiner recommended modifications to enable the plan to proceed to Referendum in his pdf icon Sedlescombe Neighbourhood Plan Examination Report [217kb] to the Council. However, the Parish Council indicated that it did not support some of the Examiner's principal modifications.

2 November 2015: A report was presented to Cabinet on the 2 November 2015 putting forward two recommendations for consideration, as follows:

Recommendation: It be RESOLVED: That Sedlescombe Parish Council be asked if it wishes to withdraw the Sedlescombe Neighbourhood Plan and undertake further consultation under Regulation 14 of The Neighbourhood Planning (General) Regulations 2012.

Recommendation to COUNCIL: That: If Sedlescombe Parish Council has not withdrawn the Neighbourhood Plan prior to Full Council, then the Sedlescombe Neighbourhood Plan incorporating the Examiner's modifications, as set out at Appendix 2, proceed to local referendum.

16 November 2015: The Parish Council subsequently formally withdrew the Neighbourhood Plan.  A copy of the letter from Sedlescombe Parish Council dated the 16 November 2015 can be found pdf icon here [69kb].

December 2015 to September 2016: The Plan then went back to an earlier stage in the process (Regulation 14) with further testing of options, including the Strategic Environmental Assessment, and re-consultation. The pdf icon pre-submission Neighbourhood Plan [1Mb] and pdf icon Strategic Environmental Assessment [323kb] were consulted upon under Regulation 14. The final submission version of the Sedlescombe Neighbourhood Plan, the Strategic Environmental Assessment, and associated documents, have now been submitted to Rother District Council (Regulation 15) for formal public consultation (Regulation 16).

September 2016: Sedlescombe Parish Council submitted a draft submission version of its Sedlescombe Neighbourhood Plan to the District Council. 

Monday 28 November 2016 to 5pm Monday 23 January 2017: Rother District Council carried out formal public consultation on the submitted Plan, in accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations 2012 (as amended). The consultation documents can be viewed on the Sedlescombe Neighbourhood Plan page.

March 2017: The 2017 pdf icon Sedlescombe Neighbourhood Plan: Submission Version [2Mb], the pdf icon Sedlescombe Neighbourhood Plan: Strategic Environmental Assessment Report [759kb], and accompanying documents, together with all duly-made representations, were submitted to the appointed Examiner, Mr. Edward Cousins, to undertake an independent Examination of the Plan.
