How the authority manages its performance so that it is able to deliver its aims and objectives.

Performance Management

The Council has a series of integrated plans and processes in order to monitor its progress and ensure that it is achieving its Key Aims and Executive Priorities.  A simple pyramid diagram of our performance management framework is available as a word document under Related Documents below.

Corporate Plan

The current Corporate Plan was adopted in 2014, after extensive consultation and consideration, and is available here  Corporate Plan 2014 - 2021

Progress on the Corporate Plan is monitored through our Annual Report and Performance Plan and quarterly progress reports (see below).

Key Performance Indicators

In January each year the Councillors debate and select a set of measurements that will be reported to them, without exception.  This set is designed to monitor the performance of the Council.  The set has a small number of measurements that represent a range of services, have a frontline and service delivery focus and show the delivery of the current Corporate Plan. 

The Overview and Scrutiny Committee monitor the KPI set once a quarter and make recommendations to Cabinet or scrutinise in more detail.

The most recent KPI set was agreed by Overview and Scrutiny on 25 January 2016 and are set out in pdf icon the minutes of the meeting [1Mb].

Other measurements are taken and monitored by service managers and the Strategic Management Team.  They are reported by exception to the Overview and Scrutiny Committee.  "By exception" means when the performance is so different from the target, good and bad, that it should be brought to the attention of the Members.

Electronic Performance Management System

Rother District Council uses the Covalent performance management system for managing corporate and service performance indicators, service plans, strategy action plans, projects and project programmes.

  • Annual Report and Performance Plan

    The Council publishes an Annual Report and Performance Plan by 30 June each year

  • Rother Citizens Panel

    The Council runs a citizens panel. It is a database of local people who are willing to take part in surveys, consultations and discussion groups about Council services and local matters.
