Statement of Principles

The Gambling Act 2005 has modernised the law on gambling and introduced a new regulator for gambling, the Gambling Commission.

Although the new operator's licences and personal licences introduced by the Act, are issued and regulated by the Gambling Commission, responsibility for the issue and regulation of premises licences will rest with local authorities. These include premises licences for casinos, bingo halls, betting offices, adult gaming centres and licensed family entertainment centres and betting permits for gaming machines in pubs and other alcohol licensed premises.

Licensing authorities are required to prepare, every three years, a Statement of Principles (effectively a gambling licensing policy) to show how they will work under the act.

The current pdf icon Statement of Principals [729kb] was approved at the Licensing and General Purposes Committee on 26 October 2015 and will last three years but may be reviewed from time to time.

Current consultation

Section 349 of the Gambling Act 2005 requires licensing authorities to publish a "statement of the principles" that they propose to apply in exercising their functions under the Act, applicable to a 3 year period.  The Act requires that the policy is reviewed every 3 years. 

The consultation process for the review is open 24th October 2018 - 31st December 2018. During this time Consultees can make comments on the pdf icon Draft Gambling Act Statement of Principles 2019-2021 [591kb].

Consultees should note that there has been no significant changes to either regulations issued by the Secretary of State or guidance issued by the Gambling Commission that materially affects the current Statement of Principles.  The Council does not propose to make any significant changes and for these reasons the Statement of Principles will remain relatively unchanged for the years 2019-2021. The main change is a more detailed list of requirements that we expect operators to provide in their local risk assessments.
